The amount of arrogance this man displays is astounding. "Don't ever come back here!" How does he think he can demand this from cops? It makes no sense how lacking in awareness Patrick is. The cops probably think he's legitimately schizophrenic or suffering from some kind of psychosis, because otherwise I don't understand the amount of leeway they're giving him.

Generally, you should also make it clear you're willing to pay for the copy. While most places have some consideration for releasing things in the public interest, it's a lot easier to blow off someone who obviously just wants it for shits and giggles if they aren't paying.

Someone who was actually doing something like a documentary on swatting and what a problem it is, for instance, would have a public interest purpose.

The request should be as brief as possible, refer to the incident number if available (I believe it is in the earlier posted call log), briefly offer a reason for it (do not go on at autistic length like a sentence or two at most), and offer to pay any fees related to the copy.

And obviously, as someone else noted, actually physically going in is the best way to get it because they could easily just ignore requests for this from online if that's their usual practice.

I strongly suspect whoever got screamed at by this cocksucker told everyone else about it and even if they knew the only reason to request this was to embarrass this fat fuck, they'd probably be more inclined to release it. There is no way you get screamed at by a fat cunt like this for minutes long and don't resent it.

Or someone called the cops saying they heard gunshots at his residence. He could have calmly explained everything and that probably would have immediately diffused the situation. Most American cops are retards but "my job requires me to be online and sometimes people harass me in extreme ways" isn't too out of the ordinary in this day and age, especially if you sound like a reasonable adult when you explain it. But like every other interaction he turned it into a I-am-smarter-than-you power trip that made him look like a fucking lunatic.
