What "special assignment" means in this context I have no idea; apparently the MPD at one time had a "
Special Assignment Division" in its organization chart, and there's at least
one reference to it being part of the "Special Operations Bureau" in more recent times. If it's the local yokel constabularies that handle cyber-crimes as opposed to the Wisconsin State Patrol, the county Sheriff or the Wisconsin DOJ's Criminal Investigative Division, it would seem that "special operations" would be the people that handle it.
Also, in some earlier comments mention was made of MPD audio being monitored via Broadcastify; evidently that entity is one of the ever-growing number of law-enFARCEment agencies that
utilizes non-public, encrypted digital radio transmitting equipment that can't be monitored by present commercial scanners, and therefore can't be rebroadcast over the internet. I suspect MPD would make any audio of the call that may have been broadcast live available to the public, but they'd be just as likely to release the 911 call.
