Paypal and Bing registered yesterday, so those should be accessible within a day or so depending on how fast the whitelist propogates. No news on Steam, as far as I can tell. If you go through the submission form yourself, any site with more than
10,000 yearly ID users is required to have a local entity representing them, which is going to be a roadblock for a lot of midsized websites. It's actually worse than China's Great Firewall - it's a whitelist, not a blacklist, and all websites going forward will be blocked by ISPs unless the website owner has specifically registered with the ID government.
EDIT: Also, obviously, you'll be expected to comply with ID government requests to filter and remove content which ranges from a severe dislike of explicit content (websites with pornographic content have been automatically blacklisted country-wide since at least 2017) to criticism of the government, and because you're legally required to have someone in the country representing you, they've got leverage.
There are two lists of registered sites,
one for foreign sites with around 300 entries and
one for domestic sites with nearly 9000 entries. If it's not on either of these lists, it's blocked.

tl;dr on the tech side - this is primarily DNS filtering, so you can manually override your DNS sever from your ISPs to something public like
Google/
Cloudflare and that'll probably solve it. Some ISPs have put in more effort than others, and are sniffing all DNS traffic then redirecting it to their own serers, so you'll need to configure
DoH (DNS over HTTPS) to get around it.
Alternatively, just use a VPN, but this isn't needed yet.
EDIT 2: Further testing with ID friends has revealed that at least one ISP (IndiHome) is sniffing SNI, so you're fucked without a VPN, and you won't be able to
get a VPN because none of the popular VPN websites appear to be whitelisted. Fun.
