According to the artist's comments, they're (very likely underaged) harem girls/background characters from an episode of the classic Inspector Gadget cartoon. Knowing the Middle East, I'd think it'd be ironic if this got "Islamic Content" ratings.
His favorites leave a lot to be desired on his interests, too:

Also, I should point out that one of those characters in the spoiler underneath the Arabian dancers (the one in the second picture) is actually a teenage prostitute in the series she comes from. No joke. Which means she's pretty much in character in that picture.
Doesn't make it any less creepy, but thought I'd point it out regardless. The real question though is "Why?"

I noticed a trend on dA where they will draw an animal (usually a dog) body and slap a human head on it and it's always creepy.

That's what I'm getting at too. Same with the art on the main Dobson thread (The ones Koby did, I mean). Only difference there is that those are funny, albeit for the wrong reasons. These are just incomprehensible and hard to understand as a result of their piss-poor quality.
