From what I have read and heard the short and skinny is.The gimmick seems to be that Dems wanted the spending on veteran healthcare to be mandatory so the government would be required to fund it rather than being allowed to argue over the spending each year.

That just sounds like a good thing, it’d be creating a fund that could only be used to fund the treatment for exposure. The senate votes regularly on discretionary spending, deciding how much money to pour into different bullshit, so I’m not sure where the idea Dems would suddenly get to spend that money however they want is realistic.

Main difference between the bill passed by the senate before and the one they voted against is this line about taxes. Which doesn't seem significant.
There's been talk about a Toomey amendment that sounds like it would have required the fund meant to help those with exposure treatment to be the only source for that treatment money, so if they went over the limit then it would mean no more treatment for those vets. Which sounds logical if you want to avoid the money being misused and also the kind of retarded thing a congressmen would try shoving in without thinking of what it would do.

- This wasn't in the House Bill that passed, the change occurred in the Senate Budgetary Committee.
- 400 billion dollars is already given to the VA to combat poisoning and chemicals as a matter of law and has been for over a year now. This has always been paid out discretionary money, this is approved by congress. The amount of discretionary money is capped per fiscal year.
- The PACT ACT adds another 280+ billion dollars to help veterans with poisoning and chemicals. The House bill had this as discretionary spending, which means it is up against a cap.
- Senate Democrats took the $400 billion that by law is allotted to the VA to fight chemical poisoning, and moved it from the discretionary spending to the mandatory spending.
What this ends up doing is freeing up 400 billion dollars from the spending cap. So the question is why would Senate Democrats want to free up 400 billion dollars on purpose that they can spend on whatever they want? This is dangerous because we are in a time of high inflation all over the country and the Democrats have another 400 billion dollars to print. What the Republicans wanted was to keep the 280 billion in mandatory spending, and keep the 400 billion in the discretionary spending where it was, Democrats said no.
The change didn't happen in the bill, the change came out of the Senate Budgetary Committee on how to finance the bill. The 280 billion in the PACT Act is additional spending to the 400 billion over 10 years that was allocated over a year ago. The 280 billion in the PACT act was always going to be direct spending, it is this way in both House and Senate versions, that isn't the problem the Republicans have. The problem is the Democrats in the Senate Budgetary Committee took the 400 billion/10 years given to the VA and moved that to direct spending, this frees up the entirety of the 400 billion dollars for the Democrats to fill it in with whatever pork they want. I do get this means a lot more money to treat veterans, but that sounds good. I like the idea of more money to help veterans with medical treatment. The VA also getting a massive amount of money freed to treat veterans just all around sounds good.
I think this was also about 40 billion a year, so 400 over ten years. When it comes to spending caps, that’s freeing 40 billion a year from this cap, that I’m not even sure works the way people are implying, but if it does that’s not really that much each year.

edit: In regards to Republicans voting on this in June and nothing changing is because the 280 billion was ALWAYS going to be direct(mandatory) spending, that's how it is in both House and Senate versions of the bill, what is changing is the 400 billion allocated to the VA last year. That's what changed and what is being moved from discretionary to direct spending.
