He is completely serious. He truly believes that all that needs to happen is for a model to read her DMs and boom, she's all over him. Hell, he thought he had a good shot with Ariana Grande, who by Hollywood metrics, is very attractive. He thinks he can compete for the affections of Instagram models who regularly have guys who are millionaires trying to win their attention. Rich guys offer to fly said model to the Bahamas for the weekend to their private villa on the beach. Russ offers to take them to IHOP and thinks that's just as good as the rich guys' offer (if he's aware of them at all).
Generally yes, but he did sue Null. And he was pretty belligerent to the male attorney for Marathon (whose name eludes me at the moment) who was working with Molly Lens to make Russ shut up and go away. Though the legal system, he's fairly confident he can bully people, including men. But if confronted directly (either in person or via social media) by a man, he wilts. So you're right in general. Look at how he responded when Chad, Erika's then-boyfriend(that will never not be funny) confronted Russ about Russ ignoring Erika's clearly defined boundaries and trying to hit on her. He ran away from Chad and tried to get Erika on his side, but failed.
He's 100 percent serious.

All this said, I can definitely seeing him suing a model for not advertising that she's married, especially if she makes the mistake of liking one of his posts or replying to one of his DMs or doing anything else to "lead him on". Subtle invitations and disclaimers and all. He'd sue to recover the dollar he venmo'd her if nothing else.
Oh he'd definitely sue a model he sent money to if it turned she was married/in a relationship.
