It’s basically designed to be worked around. One of the reasons why the second amendment has been a thorn in the left’s side is the “…shall not be infringed” language, which makes crystal clear what it allows and doesn’t allow. NIMBYism is in part responsible for why California housing is so expense, because anything that would decrease property values, such as building more houses to meet demand, must be terminated with extreme prejudice.
