Plus the whole Space Race, nuclear race... money and ressources went into those field, it was a National Priority to have loads of engineers graduating every year and putting their brain to work to further the country and compete against the West.

So their science departments probably have been populated by women since then and that creates incentives for new women to go into them. Plus even after the fall of communism they still have an hard-ass culture.

One of my old college tutors was a nip freelance digital artist who was contracted out by the pokemon company a lot to do specifically character designs; he always told me the designs were fuelled by what was considered cool in Japan for the age group the character belongs to at the time. It's not really that deep.

E: It's also worth noting the related character design wouldn't look out of place in Shinjuku, Tokyo's faggy fashion district.
