It's rather understandable. Think of it like hair color. You can bleach your hair and say "I'm a blonde". You do, in fact, have blonde hair, or at least to appear to have blonde hair, but you are not a natural blonde. The difference is that in most of society we don't treat people with blonde hair with a different set of privileges (mostly), whereas women and men get different treatment.
Some biological men feel like they want to be treated like women, and they long for it. That desire morphs itself into seeing themselves as a woman, socially. Chris is one of those people. They want that position in society, or at least some of the aspects of that position. In particular with Chris, he wants the perk of being approached sexually instead of having to be the initiator, and his focus on that one part is what makes him seem particularly insincere. I don't entirely blame Chris for this.
Biological women who crave a more assertive role in society are more likely to become men.
Couple this with victim subculture, and there's even more incentive to change. There are some places where the majority of people become transgender because it's a sign of virtue. Chris has fallen into that community because it was one of the few that was willing to accept all his negative behavior if he assumed a "marginalized group" role. It's no accident that these same subcultures also involve mass amounts of hair dye, often to unnatural hair colors.
Now, there's nothing wrong with doing what you want with your body, the problem comes with when it turns into a demand that other people treat you differently.
In another example, you can buy a toolkit, tool belt, etc. and call yourself a plumber, but if you can't even manage to connect two pipes properly, and struggle to even unclog a sink, it's understandable if people consider you as not a real plumber. If you're super passionate about plumbing, people will often accept you as a plumber because of your sincerity, even though you're bad at it.
In Chris' case, he considers himself an artist, and actually seems to care about his art, so it's probably fair to call him an artist even though his art is shit.
But if you just call yourself a plumber because plumbers are exempt from taxes or something, then I am not going to humor you and call you a plumber, even if you manage to unclog a sink once in a while. I'll call you a plumber if you have the attributes of a plumber, or at least a passion for plumbing. If you have neither of those, I will not call you a plumber.
Chris wants to be considered female in the same way he wants to be considered disabled. There may be some slight justification (Chris' disability might somewhat justify his tugboat), but he's more in it for the entitlement -- not only in ways like his tugboat that might have slight justification, but also for perks he absolutely does not deserve, like being able to park in spaces meant for actual cripples.

"Their" argument goes along the lines of sex (the combination of X and Y chromosomes) belonging to the realm of science while gender is a social construct. That is, there's no objective reality to gender there's only what humans collectively decide to be the truth. Social constructs are inherently political and are in no way based on logic.
If logic were involved, reality wouldn't hold you back from any of your delusions. I know 30 year olds who look an act 20, and other 30 year olds who look and act 50. Wouldn't it be more fair and make a better shorthand to allow them to trans-age to reflect their social roles? Similarly, for centuries China and Thailand have considered anyone who follows their customs and speaks their language to be Chinese and Thai respectively. In East Asia, race is a social construct. Even geneticists argue there's no such thing as race, so all weebs should be allowed to identify as transracial.
Taking on the role of social construction worker must be intensely satisfying, knowing you have the moral high ground and any detractors from your message are ignorant and/or evil. There's a strong correlation between autism and transgenderism, so yeah, I don't doubt Chris is a "real tranny". His extreme stubbornness makes anything as life-changing as a gender transition improbable if it doesn't come from a genuine place.
I think the question is Chris's specific form of transgenderism. From what I can tell there are three broad categories of trans people:
Genuinely mentally ill individuals who, for mysterious reasons like with schizophrenia or chronic depression, happen to suffer from gender dysphoria.
Sexual deviants who get off to the idea of being the other gender. Basically a fetish, and one usually borne out of sexual frustration. These are usually MtF.
Internet addicts who seek out attention, validation and the feeling of being special, and who jump on the tranny wagon because they want to be part of a hip subculture. These are usually FtM.
So the central question is whether Chris falls into category #1, or is his situation some sort of blend of #2 and #3.
Type #3 trannies tend to be extremely social aware, with a strong need for social validation. Given Chris's history of social isolation and general idiocy when it comes to the Internet, I doubt he went tranny just for the clout. The timeline also doesn't really line up, because he went tomgirl years before the explosion in internet-triggered gender (again, mostly FtM) transitions.
So is he a type #2 tranny? It's hard to tell because Chris's sexuality is a mystery. Nothing he ever said or did (at least that I'm aware of) indicates he derives direct sexual pleasure from being seen as a woman.
ON THE OTHER HAND, Chris is a sexual deviant, and we know he used quite unmanly sex toys long before he begun his transition. This sort of MtF transitions almost always happen in individuals who've had problems with normal male sexual performance, which certainly fits our favorite virgin with rage. Autism is, again, the confounding issue. Sexuality and gender are strongly linked even in normal people, but for autists the two often combine into a muddled mess. It's easy to imagine that Chris has confused his homosexual tendencies with having a female gender identity.
When he started becoming a tomgirl he would only greet women and he proclaimed he's still straight. He also said he'll go shopping with Jackie and model the clothes for her.
In 25 he described a fantasy that he went to a lesbian bar to pick up a women where then used his duck.
