It's a catchphrase adopted from the loonier side of "scientific trannyism" like "bimodal distribution" and shit. Originally it referred to lone wolf attacks which are mostly unpredictable and it evolved to mean "demonization of X might incite some random lunatic to commit a lone wolf attack against X". I think the endgame here is to widen the definition of hate speech to "everything I don't like" on the grounds of "because it might lead to someone getting attacked".

If they said libsoftiktok is literally terrorism you'd go "lol wut" but if they call it "stochastic terrorism" you're supposed to go "omg ur rite BAN THEM" as if this changes anything. The extra word lets them claim that while libsoftiktok doesn't itself participate in terrorism that's only for plausible deniability, instead libsoftitktok simply identifies targets and then others who can read the secret dog whistles (like Alex) know that libsoftiktok is saying "go do terrorism now" and then people obey. And they know people they dislike are always constantly doing this because everyone they dislike wants nothing else but murder of anyone different from them, that's the only thing these immoral people think of, they're obsessed with murdering others.

You can't simply outlaw speech, and people are still skeptical of the claim that speech can be violence, but if you say speech will incite violence then you're getting somewhere. So they, without any evidence, simply claim that speech they don't like will inevitably lead to violence and thus must be restricted. If you ask for proof then you're simply willing to allow people to LITERALLY DIE by terrorism when merely restricting the speech can SAVE LIVES. Like always, since they can't make an argument on the merits they jump to accusing others of murder and hope enough people will act emotionally in disgust without questioning if murder is actually involved in anyway. If you disagree then you literally have blood on your hands because you're complicit in allowing the murders to happen even if they don't ever actually happen you're still making them possible.
