With how much he says faggot and all the unbreaded's, at some point It feels like YT just quietly whitelisted him thanks to that 30% cut on super chats they rake in.
He's taking advantage of the fact that YouTube's automatic moderation works by applying algorithms that run on its automatic speech transcription, which YouTube for whatever reason has decided to shut off after 2 hours. Live streams that go longer than 2 hours won't have automatically generated closed captions on the replay, and after he's 2 hours in he can say basically anything he wants without triggering any automatic moderation policies (he could still get a strike, but it'd have to be manually reviewed and applied).
