The thing with this plan is Jill would not only have to keep up the ruse for at least 2 full years (1 more than Wilson's wife did), she would also have to while the economy crashes around her, a Uniparty Civil War is going on, as well as the fact the only source of news isn't your national newspaper anymore. I don't see this ruse being upheld for long, or at least it becomes an "open secret" at the minimum as keeping Joe hidden away become more and more a liability than any sort of advantage.
