Look man, I know people who work with kids, people whose job it is to protect kids from shitty adults, people who have kids, people who are kids.... You basically always err on the side of caution. At the first sign of "sus" you terminate employment/call cps/ take to social services. Wether it's a joke or not, the cost of "getting it wrong" is so so much worse than just a false flag. Inaction is an action and not acting when a child could be in danger is not only morally wrong but sometimes illegal depending upon your relationship to the child. Some people are mandated reporters depending upon your training and field.

No agency worth their salt would not investigate "jokes" being frequently made if it was reported. Infact, in most countries they legally have to at some level if you know the identity of the victim/perpetrator. Even if nothing happens, the social services will show up/follow up a month later with child/suspect. If Keffals got a report for every known minor he's been in contact with, he would have a file and would at least have a file (idk maplefag law but I'm assuming they keep records on sus like every other first world country.)
