The guy who made it was a fan of Dragon Ball and Dr. Slump. Dr. Slump has a lot of poop jokes and sex jokes and is basically why the DBZ creator is famous. DBZ was his next hit. He already had Dr. Slump and Dragon Quest making him a household name.

Even shit like Shin-chan has sex jokes and is more or less considered a kid being vulgar rather than actually being vulgar. The original Dragon Ball has Bulma fucking flashing guys and Roshi is a pervy old man.
The Naruto thing is a joke about a pervy little boy trying to peak on women by having the ability to transform into one to peak. In setting it's mocked.

I think I found it, episode is Bex- Mad at the Internet December 5th 2018. Neck-sleeve comment is at 1:03:40. He was reading a tweet from Bex when he said that though, so I'm not sure if you meant a different episode. He did talk briefly about Liz Fong-Jones at 1:06:30, and did agree with chat that he was wearing a pink neck sleeve lol.

This exact moment was posted in the thread earlier this year but the channel that had the episode archived seems to have been deleted.

I used the search function in the thread and looked for "neck-sleeve", first mention ever being on December 5th 2018. The hardest part was finding an archive of the stream that was up, then it was just a matter of skimming through it while looking at the chat because it obviously made fun of Josh immediately.
