It's very sneakily worded in its intent.
He calls it a legal fund, but that's a very vague description of something.
He wrote that he was 'victimized by the London Police Services' implying that the legal fund is to pursue them in court for it.
He originally describes the reason WHY he needs donations with the following line

>I have been subject to emotional damages, financial damages, blatant violations of the Human Rights Act and discrimination against me on the basis of gender identity and expression.

which seems to be referring to his original story about how the police treated him. (even though the police's statement about this treatment calls Keffals dishonest and calls his account of the wellness check essentially dishonest)

He wouldn't be able to pursue legal action for restitution based on the Human Rights Act against anyone outside of Canada, since it's a law that only covers Canadian jurisdiction. So that indicates that the purpose of the gofundme as of September 1st is apparently for building a legal fund to sue the cops.

he mentions the discrimination against him on the basis of gender identity, which he talked about the cops doing with him in the video at length.

he mentions his fiance's doctorate being affected since the cops took their computers in his statement as to why he needs donations.

I think this would be enough to convince any (non-pozzed) Judge that the gonfundme donations were explicitly labeled as being for the purpose of building a legal fund to fight the London Police Services in court.

his update text definitely makes a U-turn on that and unfortunately includes the line

>I am keeping the GoFundMe up, but all donations are going directly to my legal fund which I will be using to seek justice.

so I read that as 'ALL DONATIONS' are going to the legal fund. It just seems that in his current description of the legal fund, the target has changed from London Police Services to I guess KiwiFarms and/or Cloudflare.

I think if this ever had to be ruled upon in a court under the conditions of a lawsuit, it would be an uphill battle to try to prove that he didn't misappropriate funds gathered for the purpose of mounting a legal defense against a police department.
