That's pretty much it and it's why its the tool of choice for online criminals because it's really hard to take down a Tor website and it can take years and millions of dollars just to take down an illegal service there.

The Tor project has no power on what happens there, they just offer the tools for people to use their shit. It's also why Facebook and Twitter also have their own Tor links on the Tor network for that matter anyway.
