If he gets a third strike within a span (I think it's three months) of the 2nd strike, he's gone from youtube.

Yes, strikes (with the exception of the "warning" strike, which each channel gets only once ever & precedes the official 3 strikes system) are applied with a rolling 90-day window. The first strike in a 90-day window gives a 7-day ban from uploading or posting to the community tab; the second is a 14-day ban, and a third strike is channel yeeted.

However YouTube can and does also just yeet "problematic" channels with no warning whatsoever, completely outside of their official 3 strike system.
