Thicker vocal cords = lower voice. Testosterone makes the vocal cords thicken. Once they thicken, nothing can make them thinner (save for maybe incredibly risky surgery).

I.e. FTMs vocal cords thicken & their voices become lower as a result of HRT, irreversibly, much like what happens to boys during puberty.

MTFs voices aren't affected by HRT. They sound weird because they're putting on a voice.
