Remember Lucas believes that he can immediately discern the inherent Being of a person so as to dehumanize them into an "ontologically evil" force in order to justify his doing anything he wants since they aren't a person anymore. He literally doesn't understand the contradiction that you're talking about since he doesn't believe it's possible to do something bad to something that has forfeited its humanity due to a corrupted soul or essence. Fascism is the Ur-Threat, so all fascists (aka anyone who Lucas doesn't like for any reason) are existential threats for which there is no such thing as "going too far" to stop by any means necessary. Communism good because it good, fascism bad because not communism, and there are no other options than these two.
This black-and-white worldview is very comforting to him because he's a massive simpleton who probably can't hold more than a single idea in his head at any one time let alone ever be able to analyze it. It's actually probably unfair to consider what he thinks to be "ideas" as they're really more like emotional responses that he thinks constitute ideas because he's never had experience with an actual idea. The world must be very neat and tidy and fit Lucas' emotions or Lucas get mad AND THAT NOT FAIR LUCAS SHOULD GET WAY!
How many does he meet? Nearly all of them?
