The reason the Kim regime still rules and North Korea is allowed to exist as a state is because they have nukes. Nuke threats may not be serious while there are other options still left on the table, but the threat gets more serious the more you back your opponent into a corner. Threaten their very existence and there is not insignificant chance that they may play their only remaining cards.
