It can be legal under certain circumstances (i.e. crime obviously in progress, time sensitive thing) but they need to be justified after the fact. They can enter in the national interest at the direction of parliament or the monarch but that is very iffy as you wind up offending the enshrined principles of the magna carta so that is extremely unlikely to apply. In this case it was unlikely to be legal and her lawyer will doubtless pursue the after the fact justification to get the case thrown out as if there was no a reason that was in plain sight or harm to persons going on right then and there then it will be hard to justify to say the least.

tldr: Prob not legal but the police will have to explain themselves in court. Always answer any questions from the cops with 'do you have a warrant?' and 'i want my attorney'. Say nothing else.
