Hijab isn’t a scarf, it is a word for “cover”. The scarf itself is called a khimar. The term is not “a hijab” it’s just “hijab” because it is just “covering”.
Muslim men also wear hijab! It’s just that the expectation of what and where to cover is different. The definition of wearing hijab means that you have covered certain parts of your body, full stop. But this is just me being a grammar fag.

Is it okay for a non muslim to wear hijab purely as a “look”/ for fashion?
Yes.
Is it okay to wear hijab inconsistently/ only sometimes?
Yes.
Can a hoodie be used as hijab?
Yes.
Further googling/in depth reading of these sources also validates the assertion that Muslims frequently compare the covering that the Virgin Mary wears to hijab. Foodie wouldn’t come up with an argument like that all on her own. Whether or not you or I agree with it is another topic, but this is a really common talking point regardless.
