They're quite literally trying to come up with nanotransducers that receive wireless energy via RF, magnetism, ultrasound, and/or infrared. Any form of energy that can pass through the skull, really:

There is a significant IT-to-biotech pipeline, and there are noticeable revolving doors between government and pharma. Basically, all of this was spook shit. The funding came from military think tanks and intelligence sources.
The goal that they're after is basically a global prison. The overclass want to solidify their status as rentier-overlords, pull up the ladder, and leave the plebs stranded eternally in lease-hell, turning things that used to be property into services. They also want to cull pensioners right before their retirement, because they already looted social security and don't want to pay out.
Since they know people would rise up and slaughter them for this, they want their serfs to be docile, obedient, and under surveillance 24/7, their money digital, cashless, and completely controlled from a central location, such that they can revoke anyone's privileges at will. They want electric cars to be popularized so they can control people's movements and keep them from traveling too far. They want "Smart Cities" where people are tracked and monitored, their implants read (and written to) wirelessly wherever they go. They will present these things to the public as conveniences, as environmentally-friendly, but in reality, things will have gone full-blown 1984-level dystopian tyranny.
The WEF aren't even discreet about the intentions of the overclass. They just come right out and say it, out loud. Repeatedly. And people still stupidly line up for their vaccines, eat their goyslop, and operate the levers inside their wage cages.
