It doesn't cost anywhere near that much to be a registrar. It's $3500 upfront for the application, $4000 for yearly accreditation fees, and some variable quarterly fees for other shit. The biggest hurdle is demonstrating that you have at least $70,000 in working capital, and ICANN will actually waive that requirement if you can convince them that you have enough working capital to cover whatever you're trying to do.

If Null pitched his business as being a low-volume free speech registrar for specialty clients, one that would have almost no startup or operating costs since he'd be the sole employee and he already has servers and IPs and shit, he could probably skirt that $70k requirement. He'd still need to demonstrate that he has enough capital to cover his costs, and I'm not sure how much that'd be, but it's definitely less than the $200k figure you quoted. And again that's not the actual cost, it's how much money you have to demonstrate you have available for your business. The amount you actually have to pay to become a registrar is considerably less.

I'm not saying it's feasible or even a good idea, but it isn't as unattainable as you're making it sound. You don't have to be a massive corporation writing six-figure checks to become a registrar.

You can't do cname on the domain apex without violating RFC 1034 but there's nothing preventing it for the www record.
