I think the first post needs to be updated because the first guess was pretty far from here. Smarty's is across the street from a gas station. There are a couple apartment buildings with flower beds and some images on Google Maps hasn't been updated in 13 years so its hard to say which one. There are also a couple parks close-by, I can't remember which ones were speculated on in previous pages.
This is seriously next level stupidity though. No-one who took those candy bags did so from Twitter or where ever that was posted. It was likely a bunch of kids who saw it while Trick-r-Treating.

I think this supports the Fetal Alcohol Syndrome theory, as FAS causes damage to the frontal lobe of the brain, which is responsible for decision-making and understanding consequences. Narcissism is also linked to a thin pre-frontal cortex, and so is the inability to control one's impulses (such as the violent reactions to parents and constant meltdowns.)
