The twitter culture itself is actually the exception, not the rule. I can't think of a software house out there that wouldn't be eager to acquire an actual, legitimate twitter engineer - and the bajillion social justice support staff are basically worthless in the industry and can't leave. There's still a major shortage of capable large scale network engineers. Atop of that, most firms really don't care who you worked for before - Its usually seen as beyond your control, whatever the leadership policy is. And with the loss of their major pressure apparatus in twitter control, its harder to try and blackball these people.Their employees would face social alienation and they'd be blackballed by other firms. Likewise other companies would face the same criticism and they'd be required to blackball Twitter or else they'd be accused of aiding Neo-Nazis. Musk operates under the same culture as everyone else and unless there is a massive cultural shift, he can't do anything about these major issues.
The fact of the matter is they spent so many years calling everyone nazi's that the call has lost all spice, and most people don't really notice or care anymore. Its background noise like calling someone racist or sexist.
