The Senate WAS NEVER meant to be a representation of the voters you absolute morons! Senators weren't even supposed to be VOTED on in the first place but appointed by the state government! The Senate is the states chamber, not the voters, that's what the House is! It is one of the most important factors in maintaining a stable legal and government system... Not to mention in preventing unrest in a country so large.
