Color theory and good fashion sense really isn't a gendered thing.
We all have eyes.
If that hat had been beige or black and the dress had had some sort of cinch to it to give him some curves (perhaps a bit of a princess waist to hide the gut and then a cinch between his moobs to accentuate them, with a lower neckline, preferably a v to give him a look of length and cleavage), nix the scarf and instead have a nice silver necklace, he could have looked okay.
And the scarf plus frumpy dress plus hat equals way too much fabric going on.
Also, all the hues of what he is wearing are too close so they clash and are unappealing. If he's going to have the scarf it needs to be a different color. It could be beige and the hat black, for instance. Throw on a nice waist length pea coat and now we're talkin.

The hat is irredeemable regardless of colour.
Although it hides his receding hairline, your eyes read the top of the hat as being the top of his head so the tall hat just makes it seem like he's got a really long forehead in proportion to the rest of his face.
There are plenty of women with high, large foreheads and very square, set-back hairlines. They usually soften it and balance their features with clever hairstyling (including wigs) and avoid accessories which draw attention above the eyebrows.
Given that Fire has no intention of losing weight, his priority purchase should probably be good quality foundation garments which will at least create the illusion of his stomach being flatter.
A lot of troons would pass a hell of a lot better if they took drag classes and created the illusion of a feminine body and face from scratch.
Fire's bad choices and lack of effort combine to make him look frumpy. Even if I was actively looking to date an obese troon, if I saw his selfies I'd be convinced he was lying about his age by a decade or two and that would be reason enough to pass him over.

Disabilities aside, generally when you (legally) immigrate to another country, they want you to have something to contribute to them. Some sort of skill or just proof you're a functional and productive member of society.
