There's some subtle differences with these things actually, and it largely depends on the nature of the contract. A soldier or advisor might be loaned out in an official capacity by his nation's armed forces (of which he's an employee), he might be hired as external contractor not formally part of the fighting nation's armed forces (making him a mercenary), or he might volunteer to become part of that nation's armed forces, directly employed by and answering to them. Even if economically compensated, this typically isn't seen as being a mercenary. Like, Blackwater definitely were mercenaries but I don't think the modern French Foreign Legion really is.

For Bakhmut, it was strategically important months ago back in April-September as if they could have broken through it, the Russians would be able to encircle the Ukrainian armies in the east, about 30 thousand fighters back then with a majority of the equipment that Ukraine had before the lend lease, after September it was somewhat moot with the Kharkov offensive meaning that an envelopment was unlikely.

As for Kherson and Zapharozia, well, they initially wanted to hold referendums in these areas in the hope that it would force Ukraine's allies to push for peace as then these areas would technically fall under Russia's nuclear umbrella, granted we now know that it isn't but it was a likely thing back then.

As for the Donbass... Lughansk is easy enough to take but the rest of Donetsk... not so much as the area is like a fortress, there's a reason why neither the Ukrainians nor the Seperatists could have defeated each other even after years of fighting and constant support from outside powers

Gleaning from various statements that have been made during the course of the war, Russia's plan was to take the Ukraine's southern coast and everything south and east of the river below Zapohoriza, giving them control of all of Ukraine's ports and their currently unexploited gas fields. Annexing the major cities along the Dneiper would be a necessary part of that. Land-locking Ukraine and making it a vassal buffer state would be a beneficial side-effect.
