Public information has been considered 'private' by Twitter for years, it's mostly subjective rather than based on whether lawbreaking occurred or something.

Most of what could be considered violations of twitter policy is based on a subjective interpretation, which is how you get people being suspended for harassment for telling journos to learn to code.
