I don't know if Harry has a plan and I'm unsure if I like him on an individual level but he has caused Ralph a respectable amount of butthurt.

To be certain he was more reserved but I bet he would be a blast to have in your pod or cell block. Jail is a non-optimal place to be in any circumstance obviously but there's definitely worse people to have around. He probably put his prison blinders on, stayed in his own lane, and breezed through most of his time without too many issues.

If he got checked about anything, I'd imagine it was his hygiene. Little simple things that a fish might not have ever considered before can lead to a lot of friction very quickly.

For instance, it's standard courtesy to wipe the piss sprinkles off the seat after using a communal toilet. If you have to fart and you're locked in a cell with another man, go sit on the commode and flush while you do it so the suction of the high powered toilets removes it from the room. Or the universal "drop one, flush one" rule. You're not at home and you don't just sit there without flushing until you're completely done.

I have a family member in and out of jail and he's a very frail manlet, but jail isn't so bad apparently and he gets along just fine without being goofed up by random dudes. In the US, jails are where you are sent to await trial or to do your time for misdemeanors. Typically the maximum sentence for jail is one year, which almost always equates to 6 months of actual time when you factor in good behavior credit. I think some places have a maximum of two years but that's uncommon.

Prisons are facilities for those that have already been convicted on a felony. I don't know how every state works but one would assume he went to an actual prison for his assault on law enforcement.
