Those are paired. Even absolutely monstrous parents are allowed some rights, even if they are completely deprived of custodial rights.
To be completely relieved of parental obligations means you have completely surrendered all rights and all relations to the child. Courts do not generally allow these unless the person involved is an absolutely horrible person.
The state does not generally want to assume the obligation to take over the support of a child at taxpayer expense unless absolutely necessary. It is actually a very unusual event for a man like Patrick S. Tomlinson to be even able to surrender everything resembling parental responsibility or rights to the point the state would take over supporting his child.
Patrick S. Tomlinson is an absolute monster. His child is better off without him. This is what the state decided, and as terrifying as it is for the state ever to have that power, it was entirely correct to exercise it in this case.
