Yeah, so a,b & d rquire you to establish intent. Any good lawyer can probably bring up a lack of prior history of doing this stuff and the fact that the guy intentionally didn't put anything lethal as a lack of intent.

You can probably get them on c, but that would have to go to court if you want actual jail time (and its only 10 years if its a federal officer). That would bring into court all of Chance's previous trollings and the judge/jury would have to likely determine if Chance/Sally reasonably thought it was credible considering he gets told to kill himself all the time by people due to his internet history. Remember that these things take a time and resources on behalf of the courts, which means its unlikely a DA is going to do it.
Best case is maybe the guy gets a fine if everyone goes through the effort of filing the paperwork.

Look at the larger at the larger picture. We're in a fucked court system today that prioritizes not jailing people to the point where in states in CA/NY, you can literally almost kill a person and be let off without bond.
