All either in the city itself, or rotated through it. this is along with a large amount of smaller rifle battalions, TDB units and a large number of national guard units.

This is a comprehensive list of all units ostensibly involved, but the problem is the only one in danger of encirclement is the 93rd Brigade which has operational control of Bakhmut itself. All the other units on this are in the surrounding countryside outside the city.

Honestly, not surprising, and explains why they refused to withdraw for that long.
