The main answer is courts need to rule on this question.
Supreme Courts are going to NIMBI & punt the question to whatever court or limbo because don't want to upset LGTQ & Trans movement on the question of running away to Trans /Change my life.
The million dollar question which is no will you give the right for kids to sue parents 10 to 20 years later when they have trans regret or come to Jesus moment?

This bill is a perfect example of "sounds good, would never work ever"

The idea would be to demand people who get paid to write to disclose who is doing the payments to ascertain if they are paid shills or honest. However this would never work because you absolutely can just pay people in roundabout ways to dodge direct connections, just as you can expect the connections to never mean much. Actually implementing such a requirement either requires a degree of honestly no one who the bill is wanting to target (shills and paid slander merchants) would have or the establishment of draconian monitoring measures.

It's almost as if though the point of the bill isn't to bully establishment journos but to frustrate any smaller online orgs/journos that may not have RNC/GOP ties from covering what a judas goat DeSantis is ahead of his presidential primary attempt.

The conservative faggots like Gorsuch may use "parental authority" as an excuse to indemnify parents from those lawsuits, in combination with liberal justices who will ratify anything as long as it's sexually depraved. Even with the Court's current make-up, I foresee a 5-4 decision removing all parental liability for these horrific surgeries. Gorsuch + either Barrett or Kavanaugh (or maybe both) will join the liberals.

Child abuse laws already exist. District attorneys, mayors, sheriffs, and city councils have total control over which laws are enforced and who they are enforced against. When those positions are held by people that have an agenda that doesn't align with current legislation, then the laws as written are irrelevant.
