The short explanation is in 1934 the US government signed a bill called the National Firearms Act that requires you to pay a 200$ fee to shorten the barrel of a rifle or a shotgun below 16" or 18", respectively. This was to combat the trend of gangsters buying up old surplus rifles and brand-new machine guns, sawing off the barrels and stocks to fit under a coat and using them to shoot up whoever they wanted with relative concealability (the 30's were fun). 200$ was a prohibitively high tax in 1934 dollars, essentially barring low to middle-class folks from having short-barreled rifles without completely prohibiting it entirely, which would be unconstitutional. Any rifle sold with a barrel under 16" is considered a pistol, and cannot legally have a stock attached to it. Ditto with shotguns having barrels under 18". Besides maybe negatively affecting the accuracy a bit, shortening a firearm's barrel just serves to make it lighter and easier to carry.

Akshually, the short barreled rifle/shotgun classifications were only put in there to close loopholes as the original NFA included handguns. The gun lobby successfully got handguns removed from the NFA (thus saving them from being banned) but the loophole closers remained. It had nothing to do with real criminal acts.

It was all BS from the start. I'd bet Aldo made it up to impress the tranchers and when they saw it as an opportunity to grift they just went along with it with a mixture of genuine belief and seeing it as an excuse to take a few weeks off work to wear their LARP gear and patrol the wasteland for imaginary vagrants and rake in those GoFundMe funbux.

Why does Daddy Government throw you in jail if you saw off the barrel of a shotgun YOU legally purchased and paid for?

Gun laws a fucking byzantine, but the basic logic is pretty straightforward: concealable/small guns are more regulated becuase you can hide them and surprise crime people with them. It's far easier to buy a long rifle/shotgun (I think) everywhere in the US because you can't easily hide it, do a drive by with it, or rob a store with it without looking obviously like a guy with a gun.
There are states where you can open-carry bigass guns with minimal vetting because 2nd amendment where they will make you jump through months of hoops to concealed carry, even though most people would probably be more comfortable if you just had a pistol under your sweatshirt. The bare stats are pretty clear though that the vast majority of people who die from guns in the US are from handguns and not super scary tacticool AR-15s so the restrictions do make a lot of sense from that perspective.

On top of that, some of these guns were later found at crime scenes along the border, including the murder of a border agent. If they got involved with this mess (assuming there was any serious wrong doing: perhaps there is), they'd probably just bungle it up.
