The Supreme Court has ruled repeatedly you cannot sue the cops for not doing something. The cops have discretion as to whom they investigate and who they charge. They have to have this power, because all of us probably break laws everyday without knowing it. Also, people like Tommy are a small but constant annoyance, and if they had to fully investigate every single report without being able to say "this is bullshit", real crimes would go unpunished. And didn't TPD tell him that since the people he's mad at live in another state, he needs to call the FBI?

Pretty much so, and due to Tommy's own admission they're pretty much assigned a tardwrangler to him who takes his reports.

I pretty much guarantee you, these are home computers people are laughing at you, not to mention storing your "performance art". You'd really be better off by just logging out kiwifarms and not caring about us, since you keep producing new content to us(which you by your own admission charge 50 dollars per hour normally).
