Sure it's torture. But the point of contention is the attraction to the subject you're torturing. I think what Destiny meant by being molester not necessarily being a pedophile is that these individuals targets don't have to be minors to get the same carnal satisfaction, so the boner is a result of the torture activity and not the age of the victim.

Keep in mind France has landmass about equal to two Midwest states with about 60% more muslim population crammed in that area so the concentration probably increased the chances of them chimping out. Plus in the US you're way more likely to run into some rando carrying if you want to fatwa a particular person in public, that might have some discouraging affect.
