It is considered a huge achievement when ANY female skater can perform the type of Axels that men are REQUIRED to do in their routines because it comes so easily for them. Midori Ito and Tonya Harding were the first two woman to ever complete a triple Axel in competition, and they are still rare. If you were to combine them together today, there would be no way women could catch up to the points men earn as a baseline.

There were a few sexist reasons for splitting them up originally (like thinking the judges would be too nice to attractive women), but it was mostly because their skirts were too long and they couldn't see their feet and lines as easily. And they did not think they could compare men and women's bodies because of the strict forms required (like ballet). It was aesthetics-based, not because they were just as strong athletically. It wasn't that kind of competition then.
