I'm glad you've got a doctor saying you're not batshit. It means you can stop living off the US taxpayer. Being tran.s isn't counted as a disability under the ADA, so if you're not batshit in any more you're no longer disabled.

In short, Tommy is fucked and is grasping at straws like an autist. His big thing right now is emergency TROs. I wouldn't want to go to a hearing with a "letter", either. You want to go armed with a report similar to the one the court would order which addresses the specific issues in the petition. Your doctor also needs to be available to answer questions on their opinion. A letter is worth shit if the person who wrote it isn't available to the court.

If TPD was investigating him for being a fake tranny, that letter might help. Might, but probably wouldn't given the context. Since TPD isn't investigating him for being a fake tranny, it's pretty much irrelevant.
