That's because it was changed, due to the Veteran's Disarmament Act (also known as the NICS Improvement Act of 2007), signed into law by Obama. It's the basis of all subsequent state red flag laws, and being adjudicated as mentally defective doesn't require being committed anymore. All it takes is a court hearing & a judge to sign off on the adjudication; which can be requested/instigated by lawyers, doctors, social workers, VA administrators, etc.

They also aren't required to inform someone about such an adjudication, and there's no way for an accused to attend such a hearing & defend themselves anyways; unless they already have a lawyer. There's also no way to expunge or reverse the decision, because the process & funding to do so doesn't exist.

While the law was originally signed years ago (and part was repealed by Trump: i.e. social security recipients with caregivers), it took a while for the various states & feds a while to work out how to report/feed mental health records into NICS. But now.... if you're even described as having PTSD or depression by a state or federal health institution (i.e. the VA or a city-run social work programs), they automatically send it to NICS.

It's already happened to a half-dozen fellow veterans I know personally (2 'Nam vets & the rest are OIF/OEF), just in the past couple years; and I've been telling people not to claim PTSD for the disability rating because of exactly that happening.

They never had an issue before, but were suddenly being denied on their 4473s. It took a lot of time & effort to find out why, because customers aren't informed of the reasons for a denial. Turned out that every single one of them had a diagnosis of service-connected PTSD or depression (from divorce) in the past 5-6 years. And if they're lucky, they won't get investigated by ATF for lying on their 4473 about being mentally defective.
