I can't believe I'm about to defend the FBI but it really depends on what's in it. From everything I've seen it's been described as more of a journal or diary than what I and probably most people think of as a 'manifesto'. It's not unreasonable to assume it's got plenty of names and other details on god knows what that they have to follow up on to see if anyone else knew this was going to happen or even helped (knowingly or not). It seems plausible to me that plenty of stuff in that thing could be Federal or it could be the Nashville police just want someone else to make the call on releasing it (this way they can say "we want it released, go ask the FBI"). If we're still waiting a month or more from now that'd be a different story but it's only been a few days.

I watched The Silence of the Lambs once, so am professionally qualified to state that the FBI is using the manifesto to build a psychological profile of female trans mass murderers, since they're relatively rare and the document gives them important insight into such people.
