The FBI is under the control of the executive so lets see if parts of the manifesto get trotted out to shut that protest down. If the manifesto never mentions bombs, crossing state lines or damage to federal government people/property but the FBI gets the vengeance protest cancelled then we can suspect the purpose of the FBI controlling the release of the manifesto was to have the authority to shitcan the vengeance protest from the get-go.

Any one that was published somewhere online is going to come out from under the journalist outlets, so they either publish (or reference) the release so as to not miss the story; here, the authorities have rare, exclusive control on when it comes out.
