I'm guessing Neelix. He was only around to save on the power consumption that the replicators would use. Otherwise he was useless. Using him for his knowledge on other cultures could have been done by other means and he was a terrible diplomat.
The issue is that Star Trek features professional, disciplined people, traits Shane has literally never held in his entire life. Also no one in Star Trek is nearly fat enough. Shane would push the food replicator to its limit after a week onboard.
Garak did get fired from the Obsidian Order and exiled into irrelevance on "disability" though.
