It is (mostly) a discovery dispute he lost in the lost lawsuit, and any small extra amount is costs on the suit (much lower than fees). A judgment debt is generally just another unsecured debt (although this is now secured by a lien). Liens from judgment debts can be "avoided" in a bankruptcy, but it requires a separate procedure. Also debts from willful torts (which this probably is not) are not dischargeable in bankruptcy.

It's possible to do (unless it's found to be a willful tort) but even your average flat fee lawyer screws up the process sometimes. Once a lien is perfected, it's no longer a matter of just listing it as a debt. Also some types of liens (like mechanic's liens) can usually not be avoided in bankruptcy.

it's routinely used on Northern Rail, LNER and Grand Central, so not unique to the tube by any means
one phrase that is unique is used on the Sheffield Supertram, where the pre-recorded announcers tell you to "hold tight please!" as it sets off (one of them does it in a jovial, slightly cheeky way that always makes me grin)

Clip is from some SFWA podcast recorded the day after his second twitter ban for threatening to rape people. If memory serves me correctly, the ban happened the day before Piggy's last book release (In the Black - which he was on the podcast to promote), and also right before the 2020 election. He was banned for about a year before getting his account back.
