I've seen way worse in nicer neighborhoods. It's actually kind of interesting to walk down a street with beautiful houses, well trimmed lawns, and then smack dab in the middle you'll see one that's gone to shit. Weeds overgrown, trash on the lawn, faded paint, weather damage, etc.
Mind you, I'm talking about the outside. I'm not sure it can get worse than the inside of Casa de Chandler

I would not be surprised if a church or neighborhood group got together on a regular basis to trim the Chandler yard and cut the lawn. Sometimes people are actually good at heart, even if it means they end up helping some really awful people.
However, the more likely scenario is that the good people of the neighborhood were sick of the steadily decreasing area property values because of that dangerous wreck on 14 Branchland Ct, and now they have to draw straws every week to go clean up whatever mess Chris and Borb have left outside this time.
Chris probably thinks of them as his personal slaves.

I'm sure a lot of that has to do with the house being relatively new after the post fire rebuild. It just hasn't had enough time to build up a nice patina yet. It wouldn't surprise me if what lawn there is to mow is taken care of by someone in the neighborhood that knows the occupants are an invalid woman and a useless git who can't do it on their own. Otherwise, it absolutely looks overgrown and clustered. I mean, look at the useless crap in their yard and stacked around the house. Does anyone honestly think that either Chris or Barb spend any time sitting in those lawn chairs? How often do they entertain guest sitting under that tree? Yet god forbid they have anything less than those four chairs piled up under that tree.
I will say though that you can't tell if Sonichu is being used as a storage locker on wheels in this pic like it appears in that Google street view pic. It wouldn't surprise me if it were though. I used to live near a family of hoarders and all three of their vehicles were packed to the point of no longer being usable for passenger conveyance.
