a tourniquet should only be user for excessive bleeding since you're cutting off circulation and can lose that body part. Like the choice needs to be lose your life or your leg. That was just a bruise that could have been disinfected, bandaged, and iced. For example after a mass shooting, you might not have enough time to do anything other than put a tourniquet high and tight over the clothing if someone appears to be shot in a limb. You need to distribute your time over multiple people to get the greatest expected number of people saved. A paramedic can take the tourniquet off if they think it's not needed.
