Context? I just see the two dumbest pretend-doctors in the planet.
Leftist hit with beanbag gun, they were tying a tourniquet
Correct me if I'm wrong, but shouldn't at least that pant leg have been removed before applying that tq?

a tourniquet should only be user for excessive bleeding since you're cutting off circulation and can lose that body part. Like the choice needs to be lose your life or your leg. That was just a bruise that could have been disinfected, bandaged, and iced. These are the same people that have medic written on the backpack

Not necessarily. It matters what situation you are in. For example after a mass shooting, you might not have enough time to do anything other than put a tourniquet high and tight over the clothing if someone appears to be shot in a limb. You need to distribute your time over multiple people to get the greatest expected number of people saved. A paramedic can take the tourniquet off if they think it's not needed. In a situation where there's only a couple of injured people and you won't be able to get them to a paramedic or doctor for multiple hours, you would probably want to be more careful.

you dont put tourniquets on shooting victims unless they are actually bleeding heavily
