you dont put tourniquets on shooting victims unless they are actually bleeding heavily

I don't want to derail the thread too much, but you don't generally have very much time. If you see blood that looks to be coming from inside the clothing on a limb (but not just a tiny but, of course), you put on a tourniquet. The paramedics that follow can deal with it.
