The fee is collected by tv licensing (administered by capita), then paid into the consolidated tax fund. The government then allocates funding to the BBC, as well as funding Freesat and freeview from the same allocation. It's a tax. Wikipedia has quickly (over the last few hours) added a new paragraph to the category page explaining that NPR and the BBC are not at all government-funded:
