It's more troon delusion. 99% of the time they talk about "sensation"... but don't really define it. One study linked here on one of the hundreds of pages actually went further to poll what constituted "sensation". Most seem to be pain, or pressure. Some felt pressure as hot or cold. Erogenous at best, for for that 1% that had it, was just mauling the flayed nub of their buried clit at the base of their rotdog in such a way that they felt pleasure.
For most their claims are hilarious cope.

I don't even know what it's supposed to mean. Seems every troon has their own definition for the term. Is it supposed to imply that once the clitoris is "hooked up" to the rotdog, that it will suddenly become pleasurable to touch the rot dog? Or is it as you said, where the rotdog will be restored to the sensation of a forearm? All I know is the term sounds like bullshit some kind of evil snake-oil salesman doctor would tell you.
Also, all this talk of "erogenous zones" has reminded me of accidental erogenous zones being created due to nerve damage. It has happened to me. It's not fun.
I had a compound fracture in my leg when I was 16, which fucked up a lot of the nerves in the legs and my feet. Later down the line of the healing process, I discovered something really bizarre. The nerves at the bottom of my feet felt like somewhat of an "erogenous zone" in the sense that when it was touched, it created a bizarre sharp sexual sensation almost as if I were touching my genitals. This is NOT fun. It's fucking weird and painful, and I cannot walk barefoot on the beach, for example.
I'm sure a pooner would LOVE for something like this to happen to her though.

feeling like i can’t cope with the pain
i’m so tired of waiting for both of my legs to heal and for it to be excruciating every time i walk. the fact i already went through this a month ago and now have to redo all the pain and healing from getting the dead muscle removed out of my graft has me so defeated. the pain meds only make it a bit bearable and don’t take the pain away.
i dread waking up every time i try to sleep or nap because i know it’s gonna be a struggle to get out of bed and how painful it’s gonna be. i just wanna cry and i feel like the pain is never ending

Yes and no. It is possible to reconnect a nerve, or rather to put the ends together and hope new growth bridges the break. So you can do surgery to fix severed nerves, and there’s a variable success rate. They can also hook up nerves from replacement bits - transplants for example.
What cannot happen is plugging a nerve from the arm in to one of the branches that supply the genitals and expecting fully erogenous sensation. It simply doesn’t happen. Nerves heal weird often, and there are different kinds of skin receptors for sensation. They may feel pressure, or pain, or heat for example but they are never going to get a feeling like actual genitalia.
Women who have hip damage from birth (often from the fucking doctors hauling them around…) sometimes report odd sensations like hot water being poured down their legs when there’s nothing there. Like you say, nerve damage can heal in strange ways. These people are delusional.

I think it was on an r/Askreddit thread regarding most messed up subreddits. I do wonder do trannies also have this clear self hatred towards their genitalia to cut, although they have professionals do it, but go about it in a different way. Is it like a Mauchausen by self thing? In that subreddit they're are like 5 different ways to cut your genitalia and they compare the approaches like trannies do with RFF or abdominal phaloplasty. Otterley gave a good summery. Peripheral nerves has some capacity to repair themselves— to an extent. It’s also possible to graft nerves (from non-essential sites on the body, usually from the lower leg, or less commonly cadaver donation) in an attempt to restore function because of injury, but it’s specialist surgery and technically difficult. Results vary. It’s definitely not a plug-and-play situation. Troons are delusional and the butcher-surgeons mislead them.
Slightly OT: If a motor nerve is autotransplanted, extensive therapy is needed to persuade the nerve to work in situ. Essentially you have to learn to trick the brain to get it to act as the one is has replaced. Patients often report transferred sensation. It’s quite fascinating.
